Restart fixed the issue for me. I noticed this occurred a year ago. For me it happened only a couple of weeks ago. I thought it fixed itself, after leaving it a few days. Then side missions would fail even though completed. So uninstalled it. In a sense, restart, as like turning off and on again, didn't fix it for me.
